Firestarter is a rather good movie and early role for Drew Berrymore. It is a science fiction type film. Some consider it horror, but I would not in any way call it that. There is a scary part or two in the movie though.
The film is about a girl and her dad who are on the lamb from some type of government people. What occurs is that a girl named Charlie was born with the ability to start fires just by thinking about it and burn people up and shoot fireballs ect. Her father Andy and mother Vicky participated in some top secret government experiment. In the experiment they tried a drug and got paid for it. He got mind control powers, but it did not mention if she did. Some government guys killed her though.
They agency that ran this is called the SHOP and they put the family under watch for like 7 years and then make their move. They kill Vicky in the process. Andy and Charlie basically live as fugitives and run from the shop agents and then periodically they get caught up with. They try to take Charlie off a farm and a good ole boy tells them to get off his land. They shoot him and Charlie blows all kinds of stuff up. They then go into hiding again but are trapped by shop agents.
While at the shop Charlie does not want to cooperate in experiments and Andy is starting to lose his powers. The agent who trapped them Rainaird poses as an orderly in order to get close to Charlie to trust him. He gets her to comply with the experiments in order to possibly see her daddy. Andy starts to recover from a drug addiction they have him on and manipulates people to help him and get a note to Charlie. The ending is great and I will not give it away.
